addSchedule

Adds an action to the schedule queue.

private addSchedule(array $data, string $description, ?string $tag, bool $overwrite): false|string

A tag identifies an action so that scheduling it again (eg: from run(), which is called repeatedly) doesn't queue a duplicate. If an action with the same tag is still scheduled it is left alone and false is returned, unless $overwrite is true in which case it is replaced. This matches how the agent handles tagged tasks.
